Continuum of Care Homeless Outreach Services Continuum of Care is a coalition of area agencies working together with homeless residents of our county to help them access needed services. It's a proven way of agencies working together to prevent clients from slipping through the "cracks" in the system. The Homeless Outreach Program serves as the initial intake and assessment entry point for homeless services in Genesee County. We provide initial assessment and referral to community resources, transportation and on-going support. The goal of our program is to assure that our client's immediate shelter needs are adequately met and that they are provided tools to prevent future homelessness. This core program is entering its eighth year of operation. It has expanded from a two person staff to a staff of five, providing an array of services to the homeless in Genesee County. We have working agreements with the Shelter of Flint, YWCA Safehouse, Carriage Town Shelters and Oak Street Mission. More than 300 homeless individuals and families have been serviced in the past year. Shelter Plus Care Program The Shelter Plus Care Program is a $653,640 - 5 year grant from HUD which finished its first 15 months of placements as of September 30, 2004. The program was developed to provide housing assistance to 20 qualified individuals and/or families. The program is currently at 150% of intended capacity, with a waiting list of more than 70 individuals and/or families. With the waiting list that we have for Shelter Plus Care and the need for this type of program, we have as of July 2004, applied for another Shelter Plus Care program from HUD. If this additional program is approved, it will allow us to provide housing assistance for another 20 qualified individuals and/or families. Permanent Supportive Housing In addition to these programs, another interesting program we are currently involved in is a Permanent Supportive Housing program that will involve the building of 4 duplexes, and the placement into them 8 qualified families. This program is a collaborative effort involving GCCARD, The Flint School District, the Genesee Intermediate School District, the Genesee Area Skill Center, the Job Corps/Schools of Choice, The Building and Trades Unions as well as many other partners. These duplexes will be three bedroom houses on 9 foot tall wall basements with an attached 1 car garage. The location of these duplexes has not been decided upon at the time of this brochure, but they will be in the Genesee County area, hopefully within the City of Flint limits.
