The Transportation program plans for all elements of the Genesee County and City of Flint transportation system, as identified in the Flint-Genesee Long-Range Transportation Plan, are as follows:

 Summary of Services Provided

Genesee County Transportation Model

The Genesee County Transportation Model is a computer program used to forecast travel on major roads in the county. The Modeling Development Committee (MDC) guides the model development process.

 

Transportation Safety

Transportation safety is integrated into all aspect of transportation planning in Genesee County.  The Safety portion of this website provides information on recent safety reports conducted by our staff and partner agencies and provides links to Michigan State Police safety data that is available to the public.  Please click here to view the transportation safety portion of our website.

 

Transportation System Management (TSM) Activity Coordination
Activities carried out through this service are intended to provide for a more efficient utilization of existing transportation facilities.  Some examples of work activities conducted include:  development of short-range, low cost solutions for transportation deficiencies, corridors studies,
I-69/I-75 Intermodal Transportation Study for Genesee, Shiawassee, Saginaw, Lapeer, and St. Clair County , assisting local units in applying for transportation grant monies, monitoring and evaluating changes in air quality and energy availability, etc.

Congestion Management Process
A Congestion Management Process (CMP) is a systematic process for managing congestion that provides information on transportation system performance.  A CMP monitors and evaluates performance, identifies alternative strategies, assesses and implements cost-effective actions, and evaluates the effectiveness of implemented strategies.  This requires monitoring, which provides valuable feedback to guide the decision-making processes.  The CMP enhances the mobility of people and goods within a transportation system. The CMP is part of the Flint-Genesee County 2030 Long Range Transportation Plan. Transit Planning
This service is intended to contribute to the development of an efficient and effective transit service in the Flint-Genesee County area.  Studies of transit related issues and problems are completed under this activity.

Coordinated Plan

Rideshare
Rideshare is a free, computerized carpool and vanpool matching service developed to help people who commute into or within Genesee and Lapeer Counties, to form carpools and vanpools.  Call Toll Free 1-877-936-POOL or (810) 233-RIDE for further details.

Pavement Management Program
Roads in Genesee County are surveyed and the information is maintained on pavement management software and used by staff to determine the construction and maintenance needs for all roads in the county except roads classified as local and rural minor collectors.

Long-Range Planning Program
The Genesee County 2035 Long Range Transportation Plan identifies our transportation deficiencies, summarizes our transportation network, and offers a vision of projected transportation needs over the next 25 years. This plan is the result of public participation and professional dedication from numerous transportation agencies, operators, planners, and local stakeholders. It incorporates information about population, employment, and housing, and how these factors relate to the transportation planning process.

Planning Support
The objective of this activity is to provide for overall management of the 3-C Transportation Planning Process as stated in the Federal and State regulations.  The major element here is the development of a Transportation Improvement Program that identifies transportation improvements by year and funding source over the upcoming three year period.  

Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP), prepared by Genesee County Metropolitan Planning Commission is a three-year schedule and budget of proposed transportation improvements within Genesee County. The TIP is typically updated as needed  through a multi-step process in association with the Transportation System Management (TSM), Technical Advisory Committee (TAC) and final approval by the Metropolitan Alliance. The TIP addresses transportation projects and programs to include: federal, state and local highways, transit, ride sharing, bike paths, and pedestrian facilities.

Unified Work Program (UWP)
The Unified Work Program (UWP) outlines on an annual basis the work that staff will be undertaking and approximately how much time will be spent in each category.  Goals and products are established for each work activity.  Under the work activities listed, staff is preparing to continue the ongoing studies and documents such as traffic counting, model maintenance, the Long Range Plan, and the Transportation Improvement Program.  Additionally, staff will be completing some special studies that have been initiated and  will also be initiating other new studies.

Citizens' Guide to Transportation Planning
This guide provides a broad description of transportation planning and decision making processes in Genesee County, Michigan. It is our goal to provide information to you, the public, and encourage you to participate in transportation planning activities that ultimately affect each of us daily. You can make a difference!

The State of Michigan Transportation Asset Management Council PASER Survey of Genesee County
Beginning in 2003, GLS Region V staff along with representatives of the Genesee County Road Commission (GCRC) and the Michigan Department of Transportation (MDOT) assessed the condition of Genesee County federal aid eligible roads using the PASER road rating system as requested by the State of Michigan Asset Management Council. 

Genesee Regional Trail Council
The Genesee Regional Trail Council is an informal group of trail advocates, local units of government, county agencies, and community organizations with staff support provided by the Genesee County Metropolitan Planning Commission.
