Community Development Block Grant (CDBG)
Program
The Community Development Block Grant Program (CDBG) was developed as a
result of Title I of the Housing and Community Development Act of 1974.
The primary objective of the Community Development Block Grant Program is
to develop viable urban communities by providing decent housing, a suitable
living environment, and expanded economic opportunities for people of low and
moderate income.

HOME
Program
The intent of the HOME program is to provide safe, sanitary, and affordable
housing for low and moderate-income persons.
Individuals, for profit entities, and non-profits can participate in the
HOME program. HOME funds can be
used toward the following activities: new construction, rehabilitation, site
improvements, the acquisition of property, acquisition of vacant land, and
project related soft costs.

Emergency
Shelter Grant (ESG) & Supportive Housing Programs (SHP)
The
ESG and SHP programs provide funding to local non-profit agencies for projects
that contribute toward the development of a continuum of care system to assist
in breaking the cycle of homelessness.
These funds are used to assist emergency shelters, transitional housing
facilities, and agencies that provide mediation and supportive service for the
homeless or near-homeless population in Genesee County.

Home Improvement Program
The Genesee County Home Improvement Program was created to provide property
owners with a Deferred Payment Loan (DPL) to make needed improvements
to their home. These improvements are based on HUD Section 8 Minimum Housing
Quality Standards (HQS).

Neighborhood
Stabilization
The Genesee County Neighborhood Stabilization Program (NSP)
is funded through the U.S. Department of Housing and Urban Development (HUD).
The program’s purpose is to stabilize neighborhoods by:
- Purchasing, rehabilitating and redeveloping foreclosed
homes and properties for rent or sale
- Demolishing blighted structures
- Redeveloping demolished or vacant properties

Four Year
Consolidated Plan (2011-14)
- The Four Year Consolidated Plan will serve as the planning document for housing and community development
activities in Genesee County through 2014.
It will also serve as the application for funding under the
Community Development Block Grant Program (CDBG), the Emergency Shelter Grant Program,
and the HOME Program.
Analysis of Impediments to Fair Housing in Genesee County
As a part of the
Consolidated Plan, Genesee County certifies that it will affirmatively further
fair housing. In order to do this, Genesee County is required to: conduct an
analysis to identify impediments to fair housing choice within the county (an
“Analysis of Impediments,” or “AI”); take appropriate actions to overcome the
effects of any impediments identified through that analysis; and maintain
records reflecting the analysis and actions in this regard.

Annual Action Plan
- Each year during the effective period of the Five Year Consolidated Plan, a
one-year action plan must be developed.
This
plan provides an update about the activities to be undertaken during the
program, based upon the projects proposed in the Five Year Consolidated Plan.

Consolidated Annual
Performance and Evaluation Report (CAPER)
The Consolidated Annual Performance and Evaluation Report tracks the progress of
projects identified in the Annual Action Plan.
The report lists all projects in which funding was expended over a one
year time frame and provides a written explanation of activities undertaken.

Title VI Plan
GCMPC currently administers several major
program divisions: Transportation, Community Development and Environmental. These programs are conducted in a manner so as to ensure compliance
with Federal and State of Michigan Civil Rights legislation, statutes,
regulations and executive orders. As a sub-recipient of Federal funds, GCMPC
must make sure that its programs and activities are free of discrimination. The Title VI Plan describes how GCMPC complies
with Civil Rights legislation and principles. It also contains a section
on complaint procedures for the Transportation, Community Development and Solid
Waste Management program divisions at GCMPC.
