Court Administration

The Office of the Court Administrator is responsible for the day-to-day management and long-term planning of the 7th Judicial Circuit Court.  These responsibilities include: personnel administration, budgeting and fiscal management, caseflow and records management and technology development.

This office is comprised of several offices and divisions:

Appeals Clerk

Within the Court Administrator's Office, a Local Designating Authority coordinates appellate assignments on felony cases from the Michigan Assigned Appellate Counsel System statewide roster of attorneys.  The court appoints appellate counsel on approximately 450 cases per year.

Court Services

The Court Services Division conducts pre-bail investigations for those arrested and eligible for bail.  The Division collects the data necessary for a judge to make a bond or a release determination at arraignment,  monitors defendants who have supervised release as condition of bond.

Drug Treatments Courts

Drug Treatment Courts are specially designed dockets that attempt to reduce recidivism and substance abuse among nonviolent substance-abusing offenders.  This is accomplished by early, continuous and intense judicial supervision coupled with mandatory drug testing and the use of appropriate sanctions.

 The Genesee County Drug Courts consist of several program divisions.  These include Adult Felony Drug Court, Family Dependency Treatment Court and Juvenile Drug Court.  The Adult Felony Drug Court is grant funded through the Michigan Office of Drug Control Policy and the Michigan Supreme Court.  The Family Dependency Treatment Court is funded through the Michigan Supreme Court.  Both grants include a local Genesee County match.  The Juvenile Drug Court currently operates as a pilot program.

Defender Program

The Court Administrator also oversees the operations of the Defender Program.  The Defender Program appoints counsel for defendants who are charged with a felony and are financially unable to hire an attorney of their choice. Approximately 100 local attorneys serve on the roster for felony appointments in the Circuit Court, and approximately 2,000 appointments are made each year.

In addition, the office appoints counsel on paternity cases when the putative father is indigent, the misdemeanor population for the 67th District Court when indigency has been established; and contract attorneys in circuit court to represent defendants charged with probation violations, bench warrants, arraignments and extradition.

Financial Services Division

The Financial Services Division was created with the mission of enforcing financial obligations imposed in court orders and initiating collections efforts.  The Financial Services Division also assists the Court Administrator with budget preparation, fiscal management and the financial reporting requirements of various grants.

Law Library

The County maintains a public library as required by state statute.  Within the library there are Michigan and Federal statutes, cases and other supplemental materials.  The library is open to the public with the understanding that the materials in the library are written for individuals who have a law school education or are pursuing a career as a lawyer.

The library staff is only allowed to provide research assistance to the judiciary.  Staff will try to direct other patrons to materials appropriate to their inquiries, but will be unable to provide detailed assistance or instruction in legal research.  Staff is prohibited by law from giving legal advice to library patrons.

Juvenile Records

The Juvenile Records/Intake Office maintains the files for child protective proceedings involving child abuse and neglect matters, juvenile delinquency cases, and juvenile traffic matters (misdemeanor charges).   Acknowledgment of Paternity files prior to 6/1/97 are also located in Juvenile Records.  This office prepares and processes files and orders for adoptions, and parental consent waivers.  Intake staff is also responsible for screening involuntary mental health pick up petitions and processing minor guardianships.

Juvenile Probation Unit

The Juvenile Probation Unit is responsible for all delinquency cases authorized  by the Prosecutor.   They assist the case through the adjudication process, when necessary.  Once a case has been adjudicated, a caseworker prepares a social history report that includes corroborative information. This report makes recommendations to the court regarding disposition, taking into account both the needs of the child and protection of the community. 
 

 During post-disposition, the Juvenile Probation Unit assists in implementing court orders, including the monitoring of probation and restitution, community service, parental education, counseling, etc.  They also monitor client compliance or noncompliance with court orders, and report to the court on a regular basis, making further recommendations when necessary.

Technology and Information Management

Each courtroom and hearing room is equipped with sophisticated digital recording equipment.  The Court Technology Coordinator oversees the operation, maintenance and file archiving of these fifteen systems.  Additionally, daily user support on a variety of hardware, software and information is provided to court employees.  Periodic caseload reporting is also electronically transmitted to the Michigan Supreme Court.
